Pulsar for 501(c)(3) nonprofits

Pulsar helps a 501(c)(3) run voter registration, civic engagement and member programs from one place. Set the account up as a 501(c)(3) and Pulsar keeps your voter work nonpartisan for you.

Who this fits

  • Charities running voter registration, get-out-the-vote or census work.
  • Community groups that organize members and volunteers around local issues.
  • Programs that need to show reach: people registered, contacted and engaged.

Works today

  • Set up as a 501(c)(3) and verify your EIN: Choose 501(c)(3) at setup and enter your EIN. Pulsar checks it against IRS tax-exempt organization records.
  • Nonpartisan voter tools: For a 501(c)(3), Pulsar removes party, partisan lean and ideology filters from voter searches, lists and exports, and turns win or persuasion targeting into neutral targeting. Voter data covers California, North Carolina and Ohio on paid plans.
  • A nonpartisan plan: The AI campaign plan for a 501(c)(3) leaves out partisan tools and stays on civic engagement goals.
  • Goals that fit a charity: Your headline goal counts members, donors and contacts reached, not votes to win.
  • Contacts, email and volunteer shifts: Import contacts as CSV, send email from paid plans, and post volunteer events and shifts on ActionGrid, where volunteers sign up free.

Rolling out

  • Texting registered as a charity: The texting setup files a 501(c)(3) under the charity use case for 10DLC carrier registration and does not ask for a Campaign Verify token.
  • Donation pages with your EIN: On Kyndara, a gift to a 501(c)(3) skips the FEC questions. The page names your EIN and says the gift is deductible when the IRS record is current.

Not live yet

  • Pulsar does not track lobbying spending for a 501(h) election.
  • There is no grant tracking.
  • Petition pages and email-your-official pages are rolling out. They are not live yet.

Which plan

A single program usually fits Grassroots or Momentum. A statewide charity running several programs fits Movement or Coalition, which hold several campaigns.
