How to Use the Win Strategy Editor

The Win Strategy Editor helps you define exactly how you'll win your election. Set your vote targets, identify key voter segments, and craft your core messaging.

What you'll need

• Admin or Manager role on the campaign

• Knowledge of your district's voter registration data

• Your campaign's key messages and priorities

Setting Your Win Number

Open Win Strategy

Navigate to Campaign Plan and click on the Win Strategy tab.

Enter District Data

Input your district information:

• Total Registered Voters - The voting population in your district

• Expected Turnout - Percentage you expect to vote (based on election type)

• Win Threshold - Usually 50%+1, but varies by race type

Pulsar automatically calculates your win number based on these inputs.

Define Target Universes

Create voter segments you'll focus on:

• Base Voters - Reliable supporters you need to turn out

• Persuadable Voters - Swing voters who could go either way

• Low-Propensity Supporters - Supporters who rarely vote

Define your target voter universes and contact goals

Pro Tip: Use Historical Data

Look at turnout from similar past elections (same type, same time of year) to estimate expected turnout more accurately.

Crafting Your Messaging Strategy

Set Core Messages

Define 3-5 key messages that will drive your campaign:

• What are your top priorities?

• What distinguishes you from opponents?

• What do voters care about most?

Assign Messages to Universes

Different voter segments respond to different messages. Map your messages to each target universe for more effective outreach.

Geographic Targeting

Identify Priority Precincts

Use the map view to highlight precincts where you'll focus efforts:

• High-priority - Dense supporter areas needing turnout

• Swing precincts - Competitive areas for persuasion

• De-prioritized - Areas with little opportunity

Keep It Realistic

Your win strategy should be achievable with your resources. It's better to deeply engage a smaller universe than barely touch a large one.

Tracking Win Strategy Progress

Once set, your win strategy becomes the foundation for tracking:

• How many target voters you've contacted

• ID rates for each universe (supporter, undecided, opposed)

• Progress toward turnout goals
